Leadership Group charts six-year financial plan, projects mounting deficits ahead
Sutton Leadership Group · Meeting of August 12, 2026
Sutton Leadership Working Group charts six-year financial forecast showing fiscal cliff ahead. Town Manager Austin Cyganiewicz presented a long-term model projecting a $1.5 million deficit in fiscal 2028 growing to $4.8 million by fiscal 2033, contingent on recurring revenues falling short of baseline expenses. The group, comprising members of the Select Board, School Committee, Finance and Warrant Advisory Committee, and school and town administration, reviewed property tax capacity, volatile state education aid, and local receipt forecasts.
Cyganiewicz proposed expense caps of 3.5 percent for Sutton Public Schools, 4.5 percent for regional assessments, 6.5 percent for unclassified expenses, and 3.25 percent for town departments, though School Business Manager Harrison McKinlay cautioned that a 3.5 percent school cap would force significant staffing and program reductions beyond recent cuts.
